BUYERS  SELLERS

VRM Swansea Ltd. agrees to supply registration marks subject to availability and payment of Government transfer fees at all times.

A buyer may secure the purchase of registration marks upon the payment of a deposit, minimum £100.00 or 10% of total purchase price, whichever is the greater sum.

The deposit is deemed to have been received when your credit or debit card payment has been authorised by our clearing bank or in the case of a cheque, when cleared funds reach our account.

This deposit is only refundable in the event that the seller withdraws the registration mark from sale and is considered to form the basis of a binding agreement to proceed with the purchase.

Under the distance selling regulations we must inform you that our service begins immediately upon payment being taken, subsequently, no cooling off period or refunds are given.
All numbers are subject to availability, VAT, and transfer fee.
Once purchased, numbers are not subject to cancellation or change.

Please note that once your deposit (min £100.00) is received, we regret that registrations cannot be exchanged. Once you have made you decision to purchase by telephone (your telephone call may be recorded for security and training purposes), you will not be able to change your mind. You will be deemed to have entered into a contract which cannot be reversed as we will immediately enter into binding agreements (and forward payments) on your behalf with The Ministry for Transport and the Regions in order to begin the transfer process. Consequently you will be under contract to settle in full by the due date. If you feel you have made an error and wish to change your mind your only remedy will be for you to instruct us to offer your registration mark for sale.

FOR YOUR SAFETY, VRM Swansea ALWAYS USES THE PHONETIC ALPHABET TO DESCRIBE REGISTRATION MARKS IN CONVERSATIONS WITH OUR CLIENTS.

PLEASE THEREFORE BE ABSOLUTELY SURE YOU WISH TO PROCEED BEFORE COMMITTING YOURSELF IN THIS WAY.

Full settlement is required prior to transfer or within 28 days, whichever is the sooner. Overdue balances will be subject to interest charges at the rate we incur them from our bankers, from the date of your order. Interest rates can vary from 10% to 18%p.a. and will be applied to your account on a daily basis. Please settle promptly to keep our costs to you low and the banks from earning your money.

In every event a transfer will not be concluded by VRM Swansea Ltd. until full settlement is received.

In the case of credit or debit card payments if you are not the cardholder you must supply us with the cardholder's written permission in order to proceed.

Where you are buying a registration which is coming from a vehicle in Northern Ireland, it may be vital to transfer this to your vehicle within a specified time- (eg. the vehicle's owner may wish to sell the vehicle in the near future.)
No retention certificate facility exists at present in Northern Ireland and so you must agree to abide with our seller's reasonable request for a transfer within 28 days, supplying your documents promptly when asked to do so . We agree to, and are able to complete, the transfer of such a registration mark in the given time. If however your circumstances prevent you from receiving your new registration within the permitted time, (eg through non-=receipt of your documents), after you have initially indicated that you can complete our contract, then we cannot be held responsible for any losses you may suffer from your inability to complete AND NO REFUND CAN BE GIVEN.

VRM Group cannot accept responsibility for the failure of any registration transfer disallowed by any Government agency. In practice however, our expertise in this field has resulted in a 100% success rate to date.

SELLERS  BUYERS

1. The person or persons selling the registration mark (the vendor) instructs VRM Swansea to use its best endeavors to secure the sale of the registration mark's transfer rights to the purchaser.

2. The vendor shall not be responsible for the Dept. of Transport transfer fee, although the vendor will have to supply and fit a set of replacement number plates to the donor vehicle after transfer approval by the local Vehicle Registration Office (VRO).

3. VRM Swansea Ltd. will undertake the legal transfer documentation on behalf of the Vendor. The vendor agrees to supply any vehicle or registration mark documentation required, promptly by return of post, giving all necessary consents and signatures of authority as requested.

4. In the case of a registration mark held on a retention or entitlement certificate where the vendor wishes to transfer entitlement rights directly from such a document, the vendor agrees to pay the prescribed nominee addition and certificate renewal fees as necessary in order to complete the transfer, promptly to the Department of Transport. 

5. The Vendor undertakes to deliver any vehicle to which the registration mark is assigned for inspection by the local vehicle registration office at the specified time if and when requested to do so.

6. The payment agreed  shall be payable to the Vendor immediately upon approval of the transfer by DVLA Swansea (NIVLA Coleraine for Northern Ireland) and when VRM Group receive copies of new registration documentation to the Vendors' vehicle (if applicable). It is the Vendors' responsibility to forward such documentary evidence to VRM Group in order to receive payment.

7. The Vendor undertakes to notify VRM Swansea Ltd. immediately in the event of withdrawal of the registration mark from sale.

Notes:
i) No responsibility can be accepted for losses howsoever caused or for delays caused through the buyer delaying the forwarding of his/her documents or for the inability of the buyer to conclude the transaction.
ii) No specific time period can be guaranteed for a buyer to be found or the Dept. of Transport to conduct the transfer, as such circumstances are beyond the control of VRM Group. Neither can any responsibility be accepted for any changes of Dept. of Transport transfer rules.
iii) The forwarding of vehicle documentation (as requested) does not affect the Vendors' ability to continue using the vehicle on the public highway (assuming it is roadworthy etc.) and the ownership rights of the vehicle are not affected in any way.
iv) Once the vendor is no longer the registered keeper of the vehicle or if it is destroyed or stolen, then the registration shall be deemed not available and must be withdrawn from sale immediately.
v) A buyer shall only be deemed to have been found once a part payment has been received by VRM Group from that buyer.
vi) The Donor vehicle must be both taxed and MOTed in order to qualify for the transfer process. However under Section 8 of the Department of Transport Rules states that where you were the registered keeper of the vehicle at the time when the M.O.T. was valid, you have up to 6 months to effect a transfer from the expiry date of the road tax (if it is not current) provided your road tax expired naturally (i.e. was not returned for a refund).

Vehicle Registration Marketing is licensed by The Office of Fair Trading to offer our clients finance to fund their purchases. The offer of finance is subject to credit reference agency checks and individual credit status.

An online 'Purchase Offer' supported by suitable payment card takes priority over any other enquiry. VRM Swansea sell number plates owned by clients, government stock and our own stock on a 'first come, first served basis'. All registrations offered for sale are subject to availability and payment is taken only once availability and price are confirmed**. This is a Government process which the Government will not cancel or change once they receive our instructions. Please be absolutely sure about your selected number plate before placing your order.

**In the case of pre-release new-issue offers we will take payment prior to the registration mark series release date in order to confirm your desire to proceed and ensure we do not offer the registration mark you have chosen to anyone else.If for any reason your offer is not accepted by the Secretary of State for Transport on the release date, then you will receive a full refund by the payment method you have used to make your offer. The Secretary of State's decision to accept or reject your offer is final and we cannot be held responsible for it, in any way. If your offer is rejected then you may choose another registration subject to sufficient funds being pre-lodged with us.
